FROM THE U.S DEPARTMENT OF STATE BUREAU OF VISA SERVICES

"The congressionally mandated Diversity Immigrant Visa Program is administered on an annual basis by the Department of State and conducted under the terms of Section 203(c) of the Immigration and Nationality Act (INA). Section 131 of the Immigration Act of 1990 (Pub. L. 101-649) amended INA 203 to provide for a new class of immigrants known as "diversity immigrants" (DV immigrants). The Act makes available 50,000 permanent resident visas annually to persons from countries with low rates of immigration to the United States."

From the State Department Rule for the DV-Program :

"Alien petitioners for the Diversity Visa Program will no longer be permitted to submit a petition by mail. Instead, the Department will require that all petitions be submitted to it in an electronic format, using an Internet website dedicated specifically to the submission and receipt of Diversity Visa."

Each year, the Diversity Lottery (DV) Program makes 50,000 immigrant visas available through a lottery. If you receive a visa through the Diversity Visa Lottery Program you and your family will be authorized to live and work permanently in the United States.
  2. Eligibility
Natives of all countries (except 20 countries) are eligible to participate in the green card lottery to be held in 2008.
  3. Why natives of certain countries are excluded from participation in the lottery!
In a bid to diversify the population mix of United States, the lottery is held and excludes those countries over-represented in the immigrant population of United States. If within the last 5-years, immigration to USA reached the 50,000 mark in your home country, then it is excluded from participating in the green card lottery.
  4. Visa share
The Diversity Visa programme apportions visas among 6-geographic regions i.e. Africa, Asia, Europe, North America (excluding Mexico), Oceania and South America (including Central America, Caribbean and Mexico). These six regions are divided into high and low admission areas with a greater number of visas going to low admission countries. Countries with high US immigration rates are excluded from the green card lottery, while low admission states compete on an equal footing with other low admission states in a region. No state may receive more than 3,500 or 7-percent of the allocated visas, thereby ensuring an even distribution of diversity visas for immigration to USA.
  5. Entry Limitations
Multiple applications will disqualify you, but if you submitted an application during a previous lottery registration, you are eligible to participate.
  6. Is it possible for both spouses to submit separate applications?
Both husband and wife can submit applications for the lottery if they qualify.
  7. Is there a fee for applying for the lottery?
You do not have to pay a fee for participating in the lottery but if you win, there will be a processing fee and regular visa fees for issuance of the same.
