FROM THE U.S DEPARTMENT OF STATE BUREAU OF VISA SERVICES

"The congressionally mandated Diversity Immigrant Visa Program is administered on an annual basis by the Department of State and conducted under the terms of Section 203(c) of the Immigration and Nationality Act (INA). Section 131 of the Immigration Act of 1990 (Pub. L. 101-649) amended INA 203 to provide for a new class of immigrants known as "diversity immigrants" (DV immigrants). The Act makes available 50,000 permanent resident visas annually to persons from countries with low rates of immigration to the United States."

From the State Department Rule for the DV-Program :

"Alien petitioners for the Diversity Visa Program will no longer be permitted to submit a petition by mail. Instead, the Department will require that all petitions be submitted to it in an electronic format, using an Internet website dedicated specifically to the submission and receipt of Diversity Visa."

WHAT IS A GREEN CARD?
A Green Card is a permanent residence visa that gives a person the legal right to LIVE, WORK AND STUDY permanently in the United States and to enter and leave the country freely. You may work in any government, public and private job that is available. A permanent residence visa is generally good for life. Green Card holders also receive health services, education, retirement, taxation, social security and other benefits. The Green Card DOES NOT affects your present citizenship. A Green Card holder may later apply for United States Citizenship, if desired.

WHAT IS THE GREEN CARD LOTTERY?
Each year, the US government makes 50,000 Green Cards available through a lottery system. The lottery, called the Diversity Visa Lottery Program (DV), is designed specifically to allow people from different countries to legally live and work in America. Winners of the lottery are eligible to apply for permanent residency and are also allowed to bring spouses and any unmarried children under the age of 21 to the United States. Since 1996 more than 400,000 people have obtained Green Cards under the Diversity Visa Lottery Program.

WHO ADMINISTERS THE GREEN CARD LOTTERY?
The Diversity Lottery Program is an official, Congress approved, US government initiative administered by the US State Department. The Diversity Immigrant Visa Lottery has been established in the 1996 Immigration Act in order to give immigration opportunity to natives from countries other than the main source of immigration to the U.S.A. This official U.S. government program aims to diversify the American population by creating an immigration opportunity to under-represented ethnic groups. People wishing to enter the lottery are required to submit an electronic application through the State Department website. The State Department no longer accepts applications by regular mail.

HOW DOES IT WORK?
This official program will make permanent residence visas available to persons meeting the simple, but strict, eligibility requirements. Applicants for Diversity Visas are chosen by a computer-generated random lottery drawing. The U.S. government makes available 50,000 permanent residence visas each year for this program. Application to this program is open for all individuals worldwide that fulfill the two basic entry requirements. The visas are distributed among six geographic regions with a greater number of visas going to regions with lower rates of immigration, and with no visas going to citizens of countries sending more than 50,000 immigrants to the U.S. in the past five years. Within each region, no one country may receive more than seven percent of the available Diversity Visas in any one year.
